Roger was appointed City Administrative Officer in October 1999 after 23 years of experience in local government in various positions with the City of Florence, which included 8 years as City Coordinator. Roger is a life long resident of Northern Kentucky. He is a graduate of Northern Kentucky University where he obtained a Bachelor of Science degree in Business Administration. He is an ICMA Credentialed Manager. He is also a graduate of Leadership Kentucky.

Prior to his career in city administration he spent 20 years in the insurance industry as a commercial lines underwriter and auditor. Roger has been active in various organizations in Northern Kentucky; he has served as Chairman of the Northern Kentucky Area Development District Board of Directors, President of the Northern Kentucky Municipal Government League, President of Northern Kentucky City County Management Association, President of Northern Kentucky University Alumni Council, Board Member of the Kentucky League of Cities, and Board Member of Leadership Kentucky. Roger is currently a member of the International City County Management Association(ICMA), the Kentucky City Management Association, and President of the Northern Kentucky City County Management Association.

Married to Sue, they have three children Bill, Kelly and Elizabeth and one granddaughter Kiely King daughter of Jason and Kelly King.
